Changes all the sections to be navigationally friendly. Cleaned up the version history code a little.

With the site progressing more and more and the amount of activity that has been given to the project. I've added previous/next links to the 'Version History' page. This should stop the need of the page displaying over 120+ entries.
Reworked the submitting of feedback system.

2 new sections added to this site.
1. Merchandise Tips. This is for the people who feel it's easy to say "get this" or "get that". There is not enough time to investigate all requests for merchandise. Therefore, if the request is truely wanted, the person should investigate it and submit as much information as possible about getting it done.
2. Help Us. This is a way to help out if you wish. We'll simply post things we need investigating and if you want to lend a hand, feel free to do so.
Of course with these new sections, I had to redo the header. I think it works.
